I am trying to use unauthenticated APIs which are to be used as:
http://ip_address_of_server:8096/?command="some_command"

For this I have added tcp and udp port 8096 to ACCEPT in iptables. But if I use netstat command(netstat -an | grep "LISTEN"), it is not showing port 8096. Can somebody please tell me how can we make that port listening so that unauthenticated API calls can be made.

Also, what is the procedure for unauthenticated API calls after making that port listening.

You need to ensure that CloudStack is allowing unauthenticated calls. This is described on page 26 of the developer guide:

Port 8096, which allows API calls without authentication, is closed and disabled by default on any fresh 3.0.x installations.
You can enable 8096 (or another port) for this purpose as follows:
1. Ensure that the first Management Server is installed and running.
2. Set the global configuration parameter integration.api.port to the desired port.
3. Restart the Management Server.
4. On the Management Server host machine, create an iptables rule allowing access to that port.
